 Post subject: Electricity in Common Areas in a Duplex

I have a couple of duplexes, and I heard that if
both tenants have access to the basement, the
fact that they are both using the electricity in
the basement is a problem.

Even if there's no washer and dryer, and the
only reason they'd go down there is for their
electrical panels, they are sharing the electricity.
I understand that the tenants have to have access
to their electrical panels, and therefore to the
basement.

I heard at an ACRE meeting that landlords have been
sued for a tenant's entire electric bill over an extended
period of time, and had to reimburse the tenants huge
sums of money.

What are the solutions to this problem?

If the utility that is used is in a common area and the billing for that area is attached to any individual tenant, then the landlord may be responsible for the entire utility.
